Currently, in an organization that is the subject of an exchange agreement or has been unintentionally separated from an organization (some agreements do not cover all positions in the other benefit system); AND in the complex world of intergovernmental maritime logistics, a trailer exchange contract is a contract that covers the transport of goods on their way to their destination when transported by truck drivers working for different companies. The bill also provides that foreign aircraft exchanged with Brazilian airlines will be subject to a technical inspection carried out by the ANAC, although they retain their original (foreign) registration signs. It also provides that an exchange agreement between a Brazilian airline must be registered as part of the RAB registration, even if the exchanged aircraft is a foreign aircraft. This provision will fill the void mentioned in the 2013 regulations. Aircraft exchange contracts were first mentioned in 2013 in an overhaul of the ANAC`s general rules. These rules provided that the RAB would register aircraft exchange agreements registered in Brazil. The regulations contain a list of documents to be submitted to the RAB, including: “An airline that has the right to use a particular aircraft or engine – the Interchangor – entrusts its rights to use it to another Brazilian or foreign airline – at the exchange – which will operate the aircraft for a fixed period of time.” The U.S. Office of Personnel Management (OPM) provides the following list of primary recruitment authorities that agencies can use for career and career appointments. OPM has established this support list for federal staff specialists. The list contains quotations on the applicable law. It also contains the terms of appointments under exchange agreements between an agency and the OPM. OPM also provides a partial list of responsible statutory authorities outside title 5, United States Code (5 U.S.C.).

OPM does not regulate appointment authorities outside of Title 5. For a description of the non-title 5 authorities, agencies should consult the laws cited. Traditionally, Brazilian operators are prohibited from operating aircraft registered in other countries.
